Over 2,000 Victimized Minors and Solo Minor Asylum Seekers Lost from UK Councils’ Protection

Per public records figures, over two thousand minors who were either exploited or arrived in the UK alone to apply for protection went missing from protective services last year.

Report Discloses Alarming Figures

An analysis titled “Until Harm Stops” filed data inquiries to youth protection agencies across England, Wales, Scotland and Northern Ireland.

Statistics from 135 local authorities indicated that out of two thousand three hundred thirty-five young people identified as having been exploited or believed to be trafficking victims, eight hundred sixty-four (37%) were recorded as vanished.

In total one hundred forty-one government bodies responded to queries about unaccompanied minor refugees in their care, who totaled eleven thousand nine hundred ninety-nine children. Of these, 1,501 (thirteen percent) were recorded as vanished.

High Risk for At-Risk Young People

The study, issued by charities, cautions that these groups are at “very high risk” of going missing from care.

A number of exploited minors in the UK are British citizens while others are from other countries.

They have probably experienced either predatory misuse or criminal exploitation, for example by county lines gangs.

Structural Shortcomings in Safeguarding

Local authorities have a legal obligation to safeguard and support victimized and solo young people under child protection frameworks. However, there is no published national authorities data on the issue.

The new report alerts that elements such as unstable residency permits can heighten young people’s susceptibility to further harm, placing them at significant risk of re-victimization and continued manipulation.

Appeals for Action

The analysis indicates there is a “continuing and significant failure” in care and urges local authorities and police to ensure adherence to proper procedures.

The analysts also urge the Department for Education to guarantee all trafficked and unaccompanied children can obtain appropriate accommodation that shields them from being re-victimized.

Accommodation Issues

Starting in late 2021, municipal councils have been obligated to guarantee that all looked-after children under 16 are assigned to arrangements that offer supervision.

However, 16- and 17-year-olds can still be placed in so-called “assisted housing” that does not provide daily supervision.

During unusual situations, these older children can be assigned to hostels, mobile homes, camping structures, boats, or communal living with strangers.

Specialist Responses

“This report highlights the threat victimized and solo young people face. It is still puzzling to comprehend why these children continue to be let down. They are repeatedly failed by the structures meant to assist them, whilst being penalized by policies that intensify the problem.”
“All young people ought to have secure and guarded, yet trafficked and unaccompanied children are regularly disappointed by the very frameworks designed to safeguard them.”

Authorities Response

A government spokesperson said: “The current administration assumed a children’s social care system not meeting the needs of the country’s most vulnerable children.

“Our major youth welfare and education legislation is the most substantial restructuring of youth welfare in a long time, fulfilling our objective to break the link between young people’s background and their later achievements.”

The representative stated further that the steps include improving the supply of protective housing, improved communication, obligating the creation of collaborative minor protection units in every area, and introducing a new duty on associates to automatically include schools and youth facilities in their safeguarding arrangements to help prevent children slipping through the net.
